Causes

1. Application of a second coat before the coating is dry.

Solutions
Clean surfaces, remove coating by sanding, scrapping or striping the surface, prep surfaces properly and repaint with the proper coating. For other cases, use a water-based coating on surfaces subjected to significant thermal movements.
